●sanction 「是認する、認める」

= approve
If someone in authority sanctions an action or practice,
they officially approve of it and allow it to be done.
sanctionsと複数形の名詞で「（国家間の）制裁」という意味。

●fine line to tread 「紙一重のところ、微妙な境界線」
──────────────────────────────
fine lineだけで紙一重をいう意味があります。
E-DICより。
fineはここでは「素晴らしい」ではなく「細い」、lineはもちろん
「線」だが、only a fine lineで「（非常に違っているように見え
ても）ほんのわずかの差（しかない）」といった意の一つの決まっ
た言い方として覚えておかれたい。

罪のない嘘とまったくの嘘には微妙な違いがある．
