をさす。fill the billは本来「催し物のプログラムを満たす」の意
だが、文字どおりの使い方としては

彼の演技はそんなに優れているとはいえないかもしれないが、少なく
ともそれでプログラムを埋めることになる
のように「（贅沢をいえば欲しい物ぴったりではないが、演技とし
ては）必要条件を一応備えている（ので使える）」といった感じで
いうことが多い。
そこで比喩的に使っても「必要条件を満たす」という意味になり、
その場合もやはり「文句なし」「満点」というよりは「まあこれなら
間に合う」といった満たし方である。
